Balance of public interests and individual rights in emergency situations

FES Beijing and the Chinese foundation for the development of human rights successfully hosted the 5th German-Chinese Forum on human rights development.

On December 2nd 2022, FES Beijing Office and the Chinese foundation for the development of human rights jointly hosted the 5th German-Chinese human rights development forum on the balance of public interests and individual rights in emergency situations. With a special focus on natural disaster response and Covid control measures prominent experts like former German minister of Justice Herta Däubler-Gmelin and former judge of the federal constitutional court Michael Eichberger gave their keynote presentations and exchanged experiences and ideas at the forum with Chinese experts like Hu Jianmiao, law professor at the National Party School/Academy of Governance and Liang Wannian, head of the COVID-19 response expert panel under the National Health Commission. The proportionality of Covid measures, collateral damage of Covid measures on the society as well as possible measure adjustments were among the hotly debated topics.
