Weather extremes, failures in global supply chains, dangers through digitized processes and systems. Phenomena like these will increasingly threaten the functionality of a city. This vulnerability will lead to a higher probability for cities not to be able to hold their promise of economic and social advancement. The establishment of resilience is therefore crucial for risk minimisation and quick recovery from shocks.

Following a conference with the Counsellors’ Office of Shanghai Municipal Government, Friedrich-Ebert-Stiftung Shanghai Representative Office published a position paper on the requirements and courses of action to establish resilient cities. The study written by German experts Jan Hendrik Trapp and Anne Klein-Hitpaß from German Institute of Urban Affairs (Difu) postulates various theses to improve urban resilience and reflects the results of the Sino-German discussion during the conference.
