German-Chinese conference on arms control

A German-Chinese conference on arms control was held in Beijing – in cooperation with the Chinese arms control association and experts from military organizations and thinktanks

In November 2025 FES Beijing organized again a week-long exchange in Beijing between German arms control experts like; 

-Prof. Angela Kane, chair of the dialogue advisory group, Senior Advisor to the Nuclear Threat Initiative, and former United Nations High Representative for Disarmament Affairs.

-Prof. Götz Neuneck, former deputy director of the Institute for Peace Research and Security Policy (IFSH) at University of Hamburg as well as Pugwash representative of the Association of German Scientists

-Prof. Michael Staack, former chair of political science at Helmut Schmidt University of the Bundeswehr (Germany´s armed forces); 

-Dr. Oliver Meier, Policy and Research Director at European Leadership Network (ELN); 

-Dr. Tobias Fella, Senior Fellow IFSH

In this context for the first time, a German-Chinese conference on arms control was held in Beijing – in cooperation with the Chinese arms control association (CACDA) and experts from military organizations and thinktanks. 

In the run-up to the conference, German and Chinese experts prepared presentations on the following topics:

- no first use of nuclear weapons, - protection of civilian nuclear facilities in crisis and war, 

- artificial intelligence in weapons systems, 

- the right to use science and technology for peaceful purposes, 

- and the weaponization of space

After the conference, the presentations were finalized as detailed articles, allowing both sides to learn more about the perspectives and positions on these sensitive topics in times of global disorder.
