2021年11月27日至28日，艾伯特基金会上海代表处与复旦大学欧洲问题研究中心、中国社会保障学会联合举办了“新冠疫情爆发后的社会保障制度”学术研讨会。
全球新冠疫情的爆发对社会产生了巨大的转折性影响。由于经济停摆或感染生病，无数人发现自己的生活发生了翻天覆地的变化。在许多国家，社会保障体系——尤其是医疗健康系统——只能部分提供所需的支持服务。
参会的双方专家指出，中、德两国都能通过大规模的、快速的干预措施来减轻疫情的影响，例如扩大短工津贴领取范围、延迟缴纳社保费用等。然而，这些救济措施并未平等地惠及所有的社会群体。特别是低技能雇员、年轻工人、妇女和个体经营者，他们比劳动力市场上的其他群体面临更大的困难。
除了不可预见的危机所产生的影响之外，会议还讨论了对社会保障体系产生长期影响的各种现象，例如零工经济和人口结构变化等。从以解决问题为导向的角度出发，专家们讨论了应当如何增加和稳定缴费型社会保障体系的收入，以及当用优质足量的公共服务来作为此类社保体系的补充时，预计会产生哪些效果。此外还探讨了其他影响更为深远的行动措施，譬如无条件基本收入和服务等。
在社会保险方面，社保的两大支柱成为各方讨论的重点：养老保险和医疗保险。由于不可避免的社会与经济因素，养老及医疗保险都将面临长期压力。此外，全球性疫病等意外冲击又进一步加剧了二者的不稳定。因此与会专家一致认为，改革并支持这些支柱领域是各国决策者所面临的一项关键任务。
