3月24日至27日中国代表团访问柏林参加第三届中德人权发展论坛。代表团由国内各机构人权领域学者组成，在为期一天的论坛中，中德两国学者展开交流讨论，此外，代表团还参观了当地许多组织机构。
今年恰逢联邦德国和中华人民共和国两国建国70周年，本届论坛围绕两国在各领域的人权工作展开讨论，尤其是扶贫、社会保障和公共安全领域。
中方代表团由中国人权发展基金会副秘书长秦亮带队，学者来自人民大学、北京理工大学、西南政法大学、中国社科院和中央党校。
在讨论中，双方专家一致认为，必须在某些人权利益之间取得平衡，例如环境保护与经济发展、公共安全与个人自由。与会者高度重视会议期间取得的共同见解，因此，中德关系这一核心方面的对话将在未来几年继续进行。
此外，中国代表团会见了艾伯特基金会理事长罗兰德·施密特博士、艾伯特基金会亚太处处长马克·萨克瑟、前任司法部长赫塔·多伊布勒·格梅林博士、德国前任驻华大使史丹泽博士。另外，代表团访问德国人权研究所，与其专家进行交流。
