第四届人权发展论坛由中国人权发展基金会和艾伯特基金会北京代表处联合举办，重点关注人们对未受破坏的自然资源的权利，包括土地、住所、食物、水和空气，我们将其理解为环境权。
环境权利，即享有健康、清洁、安全、有益、有益、生态平衡的环境的权利，是人权的重要组成部分，也应得到宪法承认。基于这项共识，艾伯特基金会北京代表处和中国人权发展基金会共同举办中的人权发展论坛，邀请各机构的人权学者和环境法专家参会。其中一位是来自德国联邦环境部的比尔吉特·施文科女士（Birgit Schwenk）。
施文科女士指出，在人权背景下讨论环境权利和气候正义，并运用相关政策工具具有重要意义。她谈及去年夏天德国的洪水灾害，造成了一百多人死亡，强调了解决这一问题的紧迫性。
德国前司法部长格梅林女士（Herta Däubler-Gmelin）继2019年之后，再次出席人权论坛。她指出了全球共同行动的重要性，以及气候协议等国际文书的作用。最高人民法院环境资源审判庭副庭长、联合国《生物多样性公约-名古屋议定书》遵约委员会副主席秦天宝教授指出，中德两国在该领域的合作潜力巨大
